DISSERTATION: The Potential Relationship of Job Demands and Job Resources to Absenteeism and Turnover Intention in 911 Call Centers
Quantitative study using correlation analysis methodology. Design and implementation of online survey which included 11 different 911 call centers in 3 states along the west coast of the United States. Objective was to see if statistical relationships existed between the variables and to provide management recommendations for operational and organizational changes to help reduce absenteeism and turnover based on the findings. Following the installation of county’s first elected sheriff in over 30 years, brought aboard as executive advisor to develop strategy and guide organization and its leadership through transformation from county manager-controlled, reactive operation to a proactive, entrepreneurial service business model. Oversee development of $150M annual budget, formulate and implement public policy and comprehensive communications strategies, and maintain relationships with local, state, and federal agencies.

COMMUNITY & PROFESSIONAL ENGAGEMENT As Friends of Athletic Fields president, organized, managed and lead a statewide grassroots advocacy group that has generated over $120 million for youth and adult sports, recreation, and athletic fields and facilities in Washington. Directly responsible for a single, $10 million dollar contribution by Microsoft co-founder Paul Allen. Highlights include successful passage of schools levy that included over $40 million to build high school and community athletic complexes. As S.A.F.E. non-profit board member, actively helped to re-start public middle school athletics programs and developed a college readiness evaluation and planning program for high school student athletes.
Scott is also a published songwriter and owner of Small Horn Music (BMI). His catalog includes original songs recorded by Meatloaf and Brian May. He has negotiated both book and television film deals related to the story of the Green River killer, including selecting and editing for the book’s ghost writer for now congress member and former sheriff Dave Reichert.
Board positions have included Washington Dollars for Scholars, the Rainier Institute (public policy), US Vice President’s SafeCities Coalition, Seattle Athletic Facilities & Education Committee (S.A.F.E.), International Gravity Sports Racing Association, Project Safe Neighborhoods Funding Committee and the Washington State and Governor’s Meth Initiative.
Professional affiliations have included the Bank Marketing Association, American Marketing Association, National Cable Television Association, the National Association of Music Merchants, Wasdhington State Sheriff's Association, The LAW Group, Broadcast Music, Inc., the Harry Fox Agency, and the National Sheriff’s Association.
